Creates a permanent address for the chosen coin and network.

Idempotency

There is no separate Idempotency-Key header — repeats are detected by orderId.

Situation	Result
Same `orderId` and same payload	The existing wallet is returned.
Same `orderId`, different payload	`409 PROJECT_STATIC_WALLET_EXTERNAL_ID_CONFLICT`
No `orderId`	Every `POST` creates a new wallet.
`429 PROJECT_STATIC_WALLET_CREATION_RATE_LIMITED`	Limit: 20 wallets per 60 seconds per project.
`500` or timeout	The outcome is unknown: retry only with the same `orderId` and keep the `requestId`.

Possible errors

400	`PROJECT_STATIC_WALLET_INVALID`	Invalid static wallet.
400	`PROJECT_STATIC_WALLET_ASSET_UNAVAILABLE`	The asset is not available for static wallets.
400	`PROJECT_STATIC_WALLET_LIMIT_EXCEEDED`	Static wallet limit exceeded.
409	`PROJECT_STATIC_WALLET_EXTERNAL_ID_CONFLICT`	`orderId` is already used with different wallet parameters.
429	`PROJECT_STATIC_WALLET_CREATION_RATE_LIMITED`	Static wallet creation rate limit exceeded.
503	`PROJECT_DEPOSIT_ADDRESS_UNAVAILABLE`	The deposit address is temporarily unavailable.
503	`PROJECT_WALLET_GENERATION_FAILED`	Failed to generate the project wallet.
